QUALITY: The on-site quality control manager did a very good job of insuring that all work met, or exceeded the contract requirements.

SCHEDULE: The contract work was completed by the contract completion date.

COST CONTROL: This was a challenging contract, and Valdez Construction was able to complete the work with no contract modifications.

MANAGEMENT: The Valdez contract management team (both on-site and home-office) were very professional and responsive, and focused on completing the contract on-time with no modifications.

REGULATORY COMPLIANCE: Valdez Construction submitted all required paperwork in a timely manner.

OTHER AREAS: The contract was completed with no lost time accidents.

ADDITIONAL/OTHER: Overall on this contract, Valdez Construction’s performance was “Very Good.”

This was a design-build contract that had several challenging customer needs. They were very customer focused, and were able to deliver a quality contract that met all of the customer’s needs.

RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

Firm Fixed Price IDIQ Contract, Effective for a Base Period of Twelve Months.
Two Additional ONE-Year Option Periods for a Maximum Total of Thirty-six Months.

QUALITY: Contractor consistently performs above the normal construction quality expected. For example, on the “H75_Hammer/Nortz Rd Jogging Trail Safety Improvements,” the contractor exceeded expected compaction effort to ensure a durable, sturdy gravel trail in the long-term.

SCHEDULE: Contractor is very adept at managing their construction schedules to meet the overall CCDs and interim milestones.  On the “Repair and Stabilize Crescent Harbor Marsh Utility Berm” task order, the contractor worked around extreme weather and tides to meet the overall project duration, despite ongoing work site damage from the tides throughout construction.

COST CONTROL: Performance met contractual requirements of cost control on all task orders, and  kept Government informed of potential modifications so that additive and deductive modifications can be processed as promptly as possible to keep work flowing.

For example, on the “Building 198 Pump Station Repairs” task order, Valdez labor and material costs aligned with the technical considerations and capabilities required for the work performed. Valdez provided adequate subcontractor support and oversight throughout the project – having the correct subcontractor disciplines on-site for the work being performed.

Unforeseen conditions were promptly brought to the Public Works attention. Valdez and the subcontractors assisted in finding solutions and providing technical expertise when presenting alternatives.  NASWI Public Works was confident in the proposed solutions and modified the contract to correct the deficiencies found.

MANAGEMENT: The contractor has excelled in good management.  Projects are well managed and supervised throughout the entire contract, and the contractor is very responsive.

One example is the task order to “Provide Improved Storm Water Treatment, SPB.”  Contractor mobilized multiple times above the contract to survey and inspected the storm drain system.

UTILIZATION OF SMALL BUSINESS: Performance meets contractual requirements, utilizing small businesses while participating in the 8(a) program themselves.

REGULATORY COMPLIANCE: Performance meets contractual requirements.  On most task orders, Valdez must address environmental requirements, from shoreline, wildlife and water quality regulations and permitting to asbestos, lead and other hazardous material abatement.  They manage regulatory requirements with ease as part of the daily business

RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

Indefinite Delivery Indefinite Quantity 8(a) General Construction Contract
at Naval Air Station Whidbey Island, Oak Harbor, WA

SCHEDULE: Valdez regularly met contract schedule requirements. I do not believe they were late on any task order issued from this IDIQ contract. Also, often the Government delayed project progress, and Valdez adjusted schedule at no cost to the Government.

COST CONTROL: Valdez often undertook value engineering efforts, when differing site conditions were encountered, in order to complete projects without additional cost to the Government.

MANAGEMENT: Valdez has been flexible; competent, professional, and moved with alacrity to manage surge requirements and emergency acquisitions. This office will continue to issue further contract vehicles to Valdez in anticipation of the same stellar service.

ADDITIONAL/OTHER: Very Good

RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

Re-pavement of Charles Porter Ave, Aboard NAS Whidbey Island

QUALITY: Very few quality issues noted. The few times quality issues were a concern, the contractor brought them up to the Government, not the other way around. Any items noted initially were corrected quickly. The contractor went as far as to turn away, tear out and replace poor quality asphalt which had been compromised due to temperature issues.

SCHEDULE: Contractor met construction schedule, and worked with the Government in order to finish a few days early and accommodate the base open house.

COST CONTROL: Contractor was able to easily accommodate design changes after award of the design bid build contract including: changes to a traffic island (resulting in additional concrete curb), additional signage, and changes to the striping layout. These issues were taken care of at no additional cost to the Government, despite requiring additional labor and material.

MANAGEMENT: Contractor adequately managed subcontracts and project, in order to keep contract on schedule and budget. When access issues arose with a sub-contractor, the prime contractor resolved the issue with minimal Government involvement.

 ADDITIONAL/OTHER: Contractor was easy to work with and motivated to provide the best possible product to the Government.

RECOMMENDATION: Given what I know today about the contractor’s ability to perform in accordance with this contract or order’s most significant requirements, I would recommend them for similar requirements in the future.

Contractor’s performance on this project exceeds expectations. We partnered very well. Contractor was responsive to requests and willing to creatively solve problems in a timely manner. Any issues that did come up were addressed as soon as possible and handled quickly by the prime contractor.

Maylor Point Beach Restoration Construction

Contractor’s efforts were controlled by variations in tide periodicity. Given these circumstances, the ability to maintain effective control of the job site while building the shoreline up (beneath the water line) and performing control validation of contours (down to 1/10th of a foot) was impressive. Fluctuation in fill material density was also detected and adjusted for in the overall quantities of fill – across the entire project shoreline
